The Mercenary Syndicate, more commonly known as the Syndicate, is the organizer of the Apex Games and the ruling body of a coalition of seven planets in the Outlands that are together called Syndicate Space.

The Mercenary Syndicate is a conglomerate of various mercenary companies that was said to have “brought life and order” to the Outlands after the devastation brought about by the Frontier War and the withdrawal of both the IMC and the Frontier Militia. It has since then become the controlling power in the Outlands and is engaged in various pursuits, most notably the highly popular Apex Games based on Kings Canyon.

The earliest mention of the group’s existence was 2440, when the simulacrum Revenant was first delivered to them for their use. In 2708, Revenant was active and was the culprit in the murder of con-man Marcos and Alanza Andrade on Olympus.

Following the devastation to the arena at Kings Canyon due to an EMP attack on the island’s Repulsor Tower[1], the Syndicate was reported to have had a run-in with a rival organization on the planet Talos. Set on rebuilding the island’s infrastructure after the attack, the Syndicate added new areas to their nearly five-year-old arena.

Subsequent attacks on the arena continued even after the EMP blast, including a hack to the arena’s announcer system.[2] This forced the Syndicate to relocate the Apex Games to another arena at World’s Edge on the planet Talos.

A partnership with Hammond Robotics was penned before the entry of a sponsored competitor, Forge, who was subsequently murdered on World’s Edge by Revenant. Scrambling to cover up their tracks and for their safety, the simulacrum was contained on the arena as a competitor.

With a change in the leadership of the planet Salvo, it formally joined Syndicate Space after a failed attempt in 2722. However, a terrorist attack by Margaret Kōhere, a Salvonian warlord, during Fuse’s introduction to the Games threatens to complicate relations between Salvo and the Syndicate.[3]

As its name suggests, it is a conglomerate of numerous mercenary companies, the Apex Predators being one of their most elite[4]; how and why they banded together is still unknown though. Mentions of a “Syndicate Council” has been made, presumably the highest governing body of the Syndicate and composed of the leaders of its most powerful mercenary companies.

The Syndicate rules seven planets that have signed the “Mercenary Syndicate Treaty”, altogether called “Syndicate Space”. The contents of the treaty and the obligations that come with being under Syndicate rule are unknown, though it has been said that unlike the rest, Psamathe and Gaea were allowed to install their own governments and law enforcement. They still fall under Syndicate jurisdiction.[5]

Subdivisions inside the organization include the Apex Games Commission which specifically manages the Apex Games, the Office of Public Relations headed by Jacob Young, and a Committee of Unification Board that headed Salvo’s entry into Syndicate Space.
